Environment and Regulatory Manager US Operations

Overview:
Where there is growth there is opportunity. Pembina U.S. Corporation is seeking a Manager, Environment and Regulatory US Operations. The position is based in Channahon, IL at the Aux Sable NGL Facility.
The role will also be responsible for operational compliance activities of gas and liquids pipelines in the US. This position will be responsible for ensuring compliance with 49 CFR 192 (Transportation of Natural Gas and Other Gas by Pipeline) and 49 CFR 195 (Transportation of Hazardous Liquids by Pipeline) by validating that all regulatory pipeline requirements are met. The role will also develop and support Pembina’s regulatory strategies/policies and guidelines in response to regulatory change, as well as support corporate regulatory compliance reporting and audits.
The External Affairs Service Unit (ESU) brings together Land, Communications and Government Relations to provide essential services to projects and to ongoing Pembina business. In addition to this group effectively mobilizes project support across while ensuring proper governance and controls are in place.

- Provide leadership, management oversight and technical support for the development, implementation and maintenance of programs and processes that ensure location compliance with all Federal, State, Local, Consent Decree and Company environmental regulations;
- Supervise the activities of direct report(s) (providing leadership and development) and any / all contractors and consultants involved in related environmental programs (e.g. LDAR), field sampling, emissions testing, etc;
- Prepare federal, state and local permit applications and exercise regulatory oversight for related programs;
- Monitor trends in environmental and regulatory policy and legislation changes, assess impact of the changes on the company and report to company on these changes and possible impacts and suggest strategies to incorporate and/or manage regulatory change;
- Develop positive working relationships with Operations staff in Pembina’s operating areas to ensure environmental/regulatory compliance reporting and environmental commitments are being implemented;
- Manage PHMSA/DOT audits and inspections and coordinate any required corrective action and follow-up; and
- Engage and participate an equitable, diverse, and inclusive workplace.

What you bring to Pembina
- Degree or technical diploma in Business, Environmental Science, Environmental Engineering, or similar field.
- 10+ years’ experience building, mentoring and leading teams, promoting collaboration and valuing diverse perspectives;
- 10+ years of progressive Regulatory, Energy or Environmental experience;
- Demonstrated working knowledge of the energy industry, regulatory and environmental issues;
- Experience with regulatory agencies across the US such as US EPA, PHMSA, Illinois EPA, Illinois Commerce Commission, Iowa Department of Natural Resources, Iowa Utilities Board, Minnesota Pollution Control Agency, Minnesota Office of Pipeline Safety, North Dakota Department of Environmental Quality, and North Dakota Public Service Commission;
- Experience with environmental and regulatory requirements for permitting, operation at the US EPA and ND, MN, IA and IL state agencies;
- Excellent communication skills, both written and verbal, as well as presentation, demonstrating the best ways to communicate throughout the organization;
- Ability to clearly articulate role and responsibilities as manager while coaching staff to achieve service unit and corporate goals;
- Effective delegation methods;
- Well-organized, detail-oriented, enthusiastic and confident, with excellent problem-solving and delegation skills with a roll-up-your-sleeves attitude towards work;
- Demonstrated ability to adapt to a changing business climate, while applying sound judgment to improve processes and solve problems;
- Current US/state Drivers license with a safe driving record.
