The incumbent will provide leadership to the design, implementation, effectiveness and continuous evolution of the granting service across the country. This includes granting programs led by Recovery Services, as well as granting to support other services / program areas both within disaster emergency and recovery contexts, as well as to support other Society initiatives outside of disaster operations. Therefore, they will be aware of granting best practices and will have a strong understanding of trends to drive grant methodologies and tools.
In this role, you will:
Responsibility 1: Leadership of Granting Programs
- Lead the set up new grant programs working with Recovery Services personnel, geographic teams, support services and other service lines
- Lead the team in the design and development of program documentation and tools, the grant management system, and program-related processes
- Provide leadership and oversight to the delivery of grant programs to ensure programs are running smoothly and meet internal and external requirements
- Provide leadership for grant programs and activities including addressing any concerns as they relate to program delivery and provide solutions to challenges that arise
- Review and approve new projects under grant programs as well as reports, disbursements and changes
- Maintain strong working relationships with geographic and service line teams as well as corporate and support services (e.g., Finance, Legal)
- Ensure that the implementation of the granting process is in accordance with the established standards and requirements of the Program Guidelines, Eligible Costing Guidelines, CASA, Legal, and Risk Management
- Promote a shared understanding of the granting service within the Society
Responsibility 2: Planning, Monitoring, Reporting and Quality
- Lead the financial management of active grant programs as required, including projections, expenditures, and other financial reporting
- Prepare reports and presentations as requested regarding the granting service, grant programs and granting related methodology, approaches and practices
- Lead the planning and budgeting process for granting service including operational planning and quarterly updates
- Ensure compliance and quality assurance/continuous learning across all granting programs and within the granting service
- Develop strategies to identify, manage and mitigate against organizational risk relating to grant programs
- Proactively identify areas for continuously improving and maturing the granting service
- Lead or contribute to efforts to document, standardize and improve grant methodology, practices, approaches and tools
- Ensure consideration for cross-cutting issues, such as equity, cultural safety, gender, and environment, in programs and implementation approaches
Responsibility 3: People Management
- Directly supervise assigned grant staff
- Provide leadership in the development of career development plans for assigned employees
- ·Support implementation of all People Services policies and practices, ensuring opportunities are created for professional development, recognizing, and celebrating successes, and cultivating a culture of teamwork, collaboration and innovation across all levels and functions of the organization
- Ensure adequate capacity to provide support to program activations and ongoing service delivery through effective workforce planning, recruitment, and management
- Ensure consideration for cross-cutting issues are included in the approaches used by Recovery Services
- Provide coaching and performance management as applicable
- Recognize and celebrate team successes, and cultivates a culture of teamwork, collaboration and innovation
- Lead the development of talent retention strategies to provide a stable core workforce to support the program
What we are looking for:
- University degree in a relevant discipline from a recognized academic institution
- Minimum of 7 to 10 years working in grant management, program management, community development, human services or social sciences
- A minimum of 4-5 years’ experience leading and managing diverse teams in complex situations.
- Fluency in French and English is required.
- Strong experience in program design, development, and management
- Experience working in high pressure situations with attention to detail and short timelines
- Knowledge of program and project management principles, including results-based management, logical frameworks, gender-based analysis+, etc.
- Knowledge of legal frameworks and principles for granting in Canada
- Knowledge of community resiliency and capacity building practices
- Strong PMER knowledge and experience
- Comfortable working with and presenting to community organizations, federal/provincial/territorial governments and Indigenous organizations and governing bodies
- Strong people management skills (ability to mentor, motivate, support and lead teams)
- Problem solving and decision making in conditions of uncertainty
- Ability to influence leaders and peers to gain support and overcome resistance with data and persuasion
- Strong analytical skills
- Strong computer skills in Microsoft Suite, experience with grant management software is an asset
Working conditions:
- While the majority of the work is performed from the incumbent’s home, they are also available to deploy within Canada with little notice and can travel outside of Canada as required. This can include working in disaster areas, as well as difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, humidity, vulnerable clients). These stressful rapidly changing environments, with limited information to make decisions, have the potential to affect the physical and psychological state of the responders on site.
- Ability to respond during non-traditional hours (i.e., late night or weekends) and long hours of work in a demanding context.
- Ability to be on-call when scheduled, as required.
