Your Opportunity

Our team is seeking a Deputy PMC Program Director for the Iona Island Wastewater Treatment Plant Upgrade Projects. The Deputy PMC Program Director is responsible for leading governance, risk, and performance management functions; managing and updating the Program Management Plan; as well as supporting the Program Directors with special projects and emergent needs. We are looking for you to help grow and be part of a team of high performing team who are excited about collaborating to build this vital infrastructure to protect and improve public health and the Environment.

Our Burnaby, British Columbia office operates the largest water and wastewater consultancy in British Columbia and serves as a primary design center for major water projects, including potable water treatment, storage reservoirs, pump stations, wastewater treatment plants, and lift stations. We have established in our Burnaby office a co-located program office with our client Metro Vancouver to deliver the Iona program.

Your Key Responsibilities:

  • Maintain a 12-month look ahead summary of key governance-, risk-, and performance-related milestones
  • Monitor and facilitate compliance with Program’s governance policies and procedures
  • Oversee project-level governance activities, scheduling and facilitating project Stage Gate Reviews and maintaining all the documentation associated with the reviews and overall PDS
  • Take over responsibility (from Program Initiation Lead) the responsibility for implementing and supporting (including training) the Program Management Plan (PMP), and upgrading the PMP based on its use and feedback
  • Participate in the Iona Program Management Team (IPMT) Leadership Team Meetings and maintain a Program Decision Log in the PMIS
  • Coordinate Resource requests and onboarding of key staff with IPMT leadership
  • Administer the Program’s risk management program, establishing a risk review schedule, verifying risk registers are maintained, facilitating risk review meetings/workshops, coordinating and reviewing risk analyses, coordinating work of a Risk Analyst, supporting development of risk mitigation measures, and tracking measures implementation
  • Administer the Program’s performance management program, leading development of performance measures, preparing performance evaluations and reports, and implementing (or recommending) corrective measures if necessary
  • Serve as a “floating resource” to execute assignments to address emergent needs or priorities identified by the Office of Program Director
  • Undertake resource management until a permanent HR/Resource Manager has joined the Iona program.

Qualifications

Your Capabilities and Credentials

  • Experience in successfully delivering large water infrastructure projects with a minimum of $5M in engineering fees or $500m capital cost
  • Strong understanding of the Water consulting business. Understanding of infrastructure delivery and clients within Metro Vancouver and the British Columbia Lower Mainland as a whole is an asset.
  • Good understanding of the principles and challenges of program management
  • Proven project management and technical skills applicable to the delivery of large projects/programs.
  • Ability to create and maintain effective relationships from client's senior management to across diverse teams.
  • Proven ability to effectively lead, challenge, and inspire large teams to work together cohesively.
  • Demonstrated ability to champion both technical and customer service excellence with conviction and purpose.
  • Strong written, verbal, analytical and interpersonal skills.
  • Possess the highest degree of integrity.
  • Strong focus on achieving outcomes that exceed client and stakeholder expectations

Education and Experience

  • Degree in Engineering or related field. Master’s degree in engineering preferred
  • Program Management Professional (PgMP) or Project Management Professional (PMP) certified by PMI (preferred)
  • Minimum 10 years of program/project management experience in infrastructure projects for government or large private agencies/authorities

Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
