Job Summary:
The Energy Management Team (EMT), part of Corporate Real Estate Management, provides a full range of operational energy management services for City Divisions and Agencies. The EMT manages the utility data processing of more than 3,800 utility accounts, including data extraction, invoice payment, regulatory reporting, performance tracking, and budget supports. Data quality and integration are key components to the functionality of the unit and in how we serve our clients in the Toronto Public Service.
Reporting to the Program Manager, Utility & Energy Management, within the Asset Management & Building Performance Section you will leverage existing and new technologies, to lead the development of new database integrations, monitoring database performance, interpreting raw data and turning it into useable information that drives data driven decision making and actionable outcomes. You will promote trend analysis and the use of data to identify root causes of problems that can be addressed to improve energy efficiencies, good governance, and emissions reduction.
In this role you will support the implementation and growth of advanced analytics capacity by implementing innovative data analytics approaches and techniques to large-scale divisional datasets, making recommendations and implementing improvements to the system to optimize computation and storage resources for data, supporting data pipelines, Extract, Transform, Load (ETL)/Extract, Load, Transform (ELT), statistical and inferential analysis. Through collaboration with corporate partners, you will ensure high performance of large amounts of ETL as well as ELT tasks, report building, analytics, and data visualization support. You will also collaborate cross functionally with experts in data analytics, data governance, research and evaluation.
Major Responsibilities:
Data Analytics and Research Leadership
- Leads tasks and projects related to the modelling, analysis, and interpretation of divisional data and other external datasets, including those with a spatial component.
- Designs, tests, and builds complex models to solve complex divisional analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques.
- Enables access to, and leverages, datasets by supporting data pipelines, build queries and ETLs/ELTs, and supports statistical and inferential analysis.
- Makes recommendations and implements improvements to the system to optimize computation and storage resources for data.
- Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources such as GPS-probe data, sensor-based data, and other large datasets.
- Develops, implements, and evaluates database integrations to support divisional objectives.
- Analyzes the challenges and opportunities of emerging datasets, advising key staff on the recommended approach to integration and utilization. Proactively monitors for opportunities to enhance data analytics to support divisional goals.
- Conducts peer and literature reviews on novel modelling and analysis techniques in spatial data science.
- Establishes and applies best practices in documenting processes, models, analyses, and code.
- Keeps abreast of the latest research in the fields of fleet asset management, work management, safety and compliance, training and education, and spatial data analytics and machine learning.
- Serves as a subject matter expert on decisions or questions related to data analytics.
- Monitors and evaluates the functionality of applications developed within the Division and makes recommendations for enhancements.
Effective Stakeholder Collaboration, Knowledge Exchange, and Relationship Management
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests.
- Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends/performs disciplinary action when necessary.
- Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondence) for the Division and City Council.
- Works with internal and external partners, disseminators and analysts to collect and analyze data on behalf of the Division.
- Contributes to and supports divisional and corporate Data Governance initiatives related to maintaining and improving the collection, retrieval and access of operational energy management data.
- Fosters and maintains effective working relationships and networks with divisional staff, other divisions within the city and vendor.
- Monitors and evaluates the functionality of applications developed at the Division and makes recommendations for enhancements.
Key Qualifications:
- Post-secondary education in a discipline pertinent to the job function (e.g. Computer Science, Data Science, Statistics, mathematics, or a related quantitative field, or an approved equivalent combination of education and experience.
- Considerable experience with databases and data warehousing, including organizing, compiling, manipulating, analyzing, visualizing and summarizing large datasets and their metadata.
- Extensive experience with Data Management tools and technologies, including analytics and visualization tools (SQL, Python, Power BI, Tableau). Familiarity with ETL/ELT and API processes for data integration.
- Experience designing data models, maintaining data architecture, supporting data workflows, data mapping, and managing data pipelines for structured and unstructured data. Asset data management an asset.
- Experience in extraction of data from source systems, transforming and cleansing source data as needed to ensure compatibility with data structures and organization needs and standards.
- Experience in energy and emissions databases and systems and data visualization, such as EnergyCAP, RetScreen, and other applicable systems.
- Considerable experience assessing and ensuring data quality, troubleshooting and resolving data quality issues to enable the identification of patterns, trends and insights to help boost and report on project and portfolio performance.
- Proficiency in GIS (Geographic Information Systems), python, arcade, FME, spatial analysis, spatial databases, cartography and mapping.
- Proficiency in Microsoft Office application suite (specifically PowerPoint, Excel and Visio) and other data analysis and reporting tools. ECAP
- Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management, and communicate information in a manner that is understandable to a wide range of individuals.
- Strong analytical skills with the ability to assess complex data requirements and develop solutions, troubleshooting and resolving issues related to EAM systems data and functionality.
- Demonstrated knowledge of data privacy regulations, compliance for data management, data retention and data access permissions.
- Knowledge of current and emerging technologies.
- Familiarity with Toronto Public Service values and ability to support an ethical, supportive and respectful workplace culture that champions equity, diversity and inclusion.
- Certified Data Management Professional and/or Certified Energy Manager certifications are an asset.
