Job Summary:
To lead and coordinate the Division's strategic centralized services related to complement management & workforce/complement planning, Human Resource Organizational Management and Structure Change Requests, strategic recruitment, reorganizations and divisional employee engagement. To provide related up-to-date information/reporting mechanisms, training and analysis for senior management and to lead and support the Division by overseeing and coordinating divisional, city wide-initiatives and projects.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Leads the complement management program ensuring policies, standards, processes, reporting mechanisms and procedures integrate with corporate complement management and reporting requirements and guidelines.
- Provides expert advice and consultation regarding decisions on changes to complement/organizational structures/positions based on client needs. Maintains knowledge of client businesses and trends that may impact on their future operations.
- Liaises with management staff on complement, organizational and recruitment issues. Reviews and updates organizational management, corporate and divisional policy/guidelines on the divisional intranet site.
- Assures delivery of business support and workforce planning services and programs to achieve plans and strategic outcomes.
- Develops and implements strategically focused, customer service centered business support, workforce/complement planning and organizational development strategies.
- Leads and supports the effective implementation of business processes related to maintenance of organizational structure and position management to meet corporate policies/procedures, standards and reporting.
- Provides recommendations and strategic direction on the analysis of business re-alignments, workforce rationalization projects, short and long term planning, and the development of related policies and procedures.
- Advises and provides consultation to senior management and works with corporate People & Equity to ensure the divisions effectively and efficiently achieve their workforce planning, complement and recruitment strategies.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government/organizations.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Works closely with the unit Managers in the review of divisional staffing levels and facilitates necessary complement adjustments.
- Researches, identifies and implements innovative and analytical methods for human resource planning and analysis.
- Promotes and creates measurable business solutions in the area of workforce/complement management planning to modernize critical human resource systems and increase compliance, such as management of the various automated programs to ensure compliance with the Division's programs.
- Provides systematic and timely gathering and analysis of workforce intelligence on a diverse range of staffing requirements for current and future implications for resource strategy options and plans.
- Develops tools, templates and resources for staff and divisional clients to leverage complement management activities and to promote understanding and consistency.
- Develops and conducts information/training sessions to divisional stakeholders on divisional processes, reporting mechanisms, People & Equity workflows and PPEB policies/procedures to increase knowledge, create awareness and foster unified business processes and support management operational needs.
- Works closely with the unit Manager to ensure that the Division's needs and priorities for staff training are identified and assessed.
- Implements organizational planning, policies/strategies that support change management, organizational realignments, employee events, employee engagement and monitors associated change management process with the division.
- Monitors and reviews organizational structure and custom reporting relationships as it relates to organizational based payroll platforms systems (e-time, e-scheduling, TMMS).
- Builds collaborative working relationships with divisions to advocate for and establish mutually beneficial organizational management development strategies.
- Liaises with Corporate People & Equity, communicates and shares the division's human resource strategy and prioritizes critical issues to ensure support and high standards of performance are maintained at all times.
- Supports unit Manager with the preparation of reports requested by senior management in regards to complement, staffing, organizational structure, resources allocations, including recommendations to senior management.
- Leads and supports implementation of corporate and divisional initiatives by participating on divisional working groups/projects initiatives, developing internal processes and conducting info/training sessions.
- Leads, participates as a member of the divisional management team and represents the Division at a variety of meetings in the areas of organizational management, complement management & reporting and employee events as it pertains to Success Factors, among others.
Key Qualifications:
- Post-secondary education in business administration, communications, public administration or a related discipline, or an equivalent combination of education and experience.
- Extensive experience in conducting research and analyzing statistical data using business intelligence and reporting tools.
- Extensive experience in interpreting, applying and administering collective agreements, HR policies and procedures.
- Considerable experience creating reports, presentations, briefing notes and correspondence on policies, standard operating procedures (SOPs), projects and administrative issues.
- Considerable experience developing workflow and data models to document processes/process mapping.
- Proficiency in the use of Microsoft Office Suite (Word, Excel, PowerPoint, Visio), and HR Information Systems (HRIS) such as Success Factors and SAP.
- Highly developed analytical, conflict resolution, issues management and problem solving skills with the ability to resolve contentious issues.
- Excellent customer service skills, with the ability to deal effectively with all levels of staff, councillors, the public and external contacts in person, by telephone and in writing.
- Excellent verbal, written and presentation skills and ability to establish good working relationships with all corporate and client stakeholders, the general public, and other orders of government.
- Sound judgment with an ability to work independently on confidential and sensitive matters, and manage difficult situations with minimum supervision.
- Good organizational skills with the ability to handle multiple tasks and projects simultaneously and meet deadlines.
- Ability to work in a fast-paced environment with many competing priorities and deadlines.
- Thorough knowledge of government legislation such as Employment Standards Act, Ontario Occupational Health and Safety Act, Municipal Freedom of Information Act, Human Rights Code, and Accessibility for Ontarians with Disabilities Act (AODA).
