The City's Seniors Services and Long-Term Care division supports Toronto seniors and residents in long-term care homes to have the healthiest, most fulfilling lives possible through exceptional care and services. Vulnerable individuals who reside in the community are supported through adult day programs, supportive housing services, tenancy support and homemakers and nurses services. Reporting to the Manager, Workforce Planning & Development, the successful incumbent will lead in supporting the Division in recruitment and workforce administration.
Responsibilities include staffing and payroll – providing expertise and advice to the division on payroll policy and processes, HR policy and collective agreement interpretation for all employee groups – and workforce planning strategies – developing and implementing strategically focused, customer service centred business support and promoting continuous improvement workforce planning strategies for the division.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains and orients assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Conducts research within the Human Services and/or Payroll areas, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Oversees resources regarding deployment and contingency planning for the division in response to City and divisional emergencies, specifically the resource allocation for the emergency response centers.
- Develops and implements strategically focused, customer service centred business support, while dedicated to either staffing and payroll strategies or workforce planning services for the division.
- Provides leadership and strategic direction on the analysis of human resources issues, short- and long-term planning, and the development of related policies and procedures.
- Strengthens/improves performance across the division in the development of human resources programs such as succession planning, performance management, organizational design and realignment, recruitment and incorporating best practices.
- Provides the systematic and timely gathering and analysis of workforce intelligence on a diverse range of staffing requirements or workforce planning requirements for current and future implications to serve as a basis for resource strategy options and plans.
- Researches, identifies and implements innovative and analytical methods for human resource planning and analysis.
- Contributes to the strategic planning in the divisional human services talent and succession management strategies.
- Leads and supports implementation of initiatives as outlined in the divisional Strategic Plan and Human Resources Plan.
- Promotes and creates innovative, measurable business solutions in the areas of staffing and payroll or workforce planning, specifically supporting organizational excellence through the development and implementation of a workforce plan to modernize critical human resource systems and increase compliance, such as management of the various automated programs to ensure compliance with the City's program, and divisional staff development and educational programs as well as the Human Resources Plan.
- Supports the divisional workforce learning and development webpage/house resources and tools for union and non-union staff performance development such as the management exempt site, resource guides, employee handbooks, tools and templates.
- Works closely with the unit Manager and Organizational Development resources to ensure that organizational needs and priorities for staff professional development and training are identified and assessed.
- Co-ordinates and implements the organizational planning and development programs and policies that support change management, organizational realignment, promotion and succession planning, job shadowing and mentorships.
- Participates in significant change management strategies and designs, implements, monitors and reviews the associated change management process with the division.
- Participates in the promotion and marketing of succession management initiatives.
- Develops innovative ways to meet the division's service resource capacity requirements by developing and retaining the best individuals with the right skills, experiences, and competencies in the right jobs at the right time.
- Works closely with unit Managers, Directors and corporate People & Equity and Pension, Payroll & Employee Benefits to ensure the division effectively and efficiently manages staffing and payroll strategies.
- Supports the recruitment or the promotional process for the division, ensuring processes are fair and adhere to corporate policies, procedures, human rights legislation and collective agreement provisions.
- Participates in the development of creative and result-oriented solutions for staffing, maximizes resource efficiency and promotes performance excellence.
- Builds collaborative working relationships with internal and external stakeholders to advocate for and establish mutually beneficial staffing and payroll strategies or workforce planning strategies.
- Liaises with corporate People & Equity and Pension, Payroll & Employee Benefits, communicates and shares the division's human resource strategy and prioritizes critical issues to ensure support and high standards of performance are maintained at all times.
- Conducts research and analyzes staff development initiatives and services and provides creative and innovative solutions.
- Provides leadership and expertise/advice to the unit, the Senior Management Team and management across the division, assures vision, mission, values and goals are integrated into the everyday business of human resources planning and staffing and payroll.
- Supports team in responding to staffing and payroll inquiries or work force planning inquiries across the division for a proactive, timely response.
- Liaises with management staff to support staff development issues. Reviews and updates Human Services corporate and divisional policy/guidelines on the divisional intranet site.
- Develops tools and resources for divisional management to advance in human resource management and ensures that resources and tools are current, accessible and standardized for consistency.
- Prepares and conducts information sessions for divisional staff regarding Corporate and Divisional Human Resources Processed (e.g HR Forms) or staffing and payroll processes (e.g. Payroll Changes, HR Forms, transfer processes, organizational unit/structure changes).
- Prepares the unit's Annual Workforce Analysis Staffing Report or supports the development and implementation of the division's Human Resources Plan.
- Supports unit Manager with the preparation of reports requested by Senior Management in regard to staffing and payroll, including recommendations to senior management.
- Participates on corporate and/or divisional working groups/projects initiatives.
- Ensures that programs and services are delivered through an equity, diversity and inclusion (EDI) lens.
Key Qualifications:

Post-secondary education in a related discipline such as Human Resources, Change Management or Business/Finance Administration and/or the equivalent combination of education and experience.
- Considerable Human Resources related experience with a focus on one or more of the following areas: Recruitment & Selection, Payroll, Performance Management, Complement Management and Strategic HR Planning.
- Experience in consulting, coaching and leading change initiatives including transformations with a variety of audiences including management.
- Experience with desktop software applications, Payroll and/or Human Resources Management systems (e.g. MS Office Suite, SAP – HR Modules, SuccessFactors etc.).
- Ability to develop human resource programs, evaluation and analysis, and/or facilitation of workforce development programs.
- Advanced knowledge of employment related legislation (i.e. Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act etc.), collective agreements, human resources policies and procedures.
- Advanced consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies.
- Effective communication (both written and verbal); interpersonal skills, customer service and conflict resolution skills. Ability to work co-operatively as part of a team.
- Advanced business writing skills with ability to prepare reports, spreadsheets, correspondence and presentation material.
- Excellent analytical, strategic thinking, creative problem-solving, and research skills.
- Ability to anticipate client needs and work with a diverse group of leaders and stakeholders to achieve positive resolution and to facilitate and coach areas of change.
- Knowledge of organizational effectiveness, employment equity, employee engagement, and change management principles and practices.
- Knowledge of payroll administration and complement management in a large organization.
- Ability to exercise judgment and discretion when dealing with matters of a confidential or sensitive nature as it relates to management and unionized employees.
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
- Certified Human Resources Professional/Leader designation is considered an asset.
