Reporting to the Supervisor Purchasing, Toronto Water, the Research Analyst 1 provides research, analysis, guidance, and training for Toronto Water staff related to purchasing practices and purchasing support, this position is responsible for the following.
The successful incumbent will:
- be an experienced procurement professional
- be an experienced individual with Broader Public Sector (BPS) or City of Toronto procurement regulations.
Major Responsibilities
Provides research support, assistance and guidance to Toronto Water clients related to purchasing processes and systems
Prepares Requests for Proposals (RFP), Requests for Quotations (RFQ), Requests for Expressions of Interest (REOI) Requests for Tenders (RFT) and non-competitive procurement documents for product and service contracts.
Prepares and coordinates briefing notes, summary reports and detailed reports, using a range of analytical techniques such as statistical, economic and scientific.
Develops and sets up computer applications to store and retrieve data (e.g., census information, library catalogues) to obtain information and performs various forms of analysis.
Prepares Committee/Council reports regarding Toronto Water operations and contractual requirements, diversion initiatives based on research, documents findings, supporting data, recommendations, and theories.
Prepares and analyzes surveys and undertakes studies to facilitate Toronto Water diversion operations.
Collects, analyzes, evaluates and interprets data/information/findings to develop recommendations for improvement to existing contracts.
Attends meetings with staff, networks with other Divisions, different levels of government, committees and community agencies.
Participates in problem solving and coordinates solutions
Acts as a liaison between other sections within the Division.
Prepares written responses to inquiries from various stakeholders. Travels to various City of Toronto locations as required.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary education in a related field and/or purchasing designation, Finance, Business Administration or an equivalent combination of education and experience.
- Extensive experience of purchasing procedures, policies, and operations.
- Extensive analytical and research skills; ability to interpret large volumes of data, to summarize findings and prepare a variety of analytical reports.
- Extensive experience using Financial Information System such as SAP; experience of SAP Ariba or other information system.
- Considerable experience in research, qualitative & quantitative analysis and preparation of information and reports for use by City staff.
- Considerable experience conducting fiscal analysis, cost benefit analysis, developing and compiling financial, operating, and performance data, preparing financial and operational plans and analyzing accounting reports and performance indicators. As an asset
You must also have:
Excellent communication skills, written and oral required to prepare documentation, reports, presentations and training materials.
Ability to handle multiple tasks and projects concurrently with proven ability to organize and manage projects, processes, and work teams.
Excellent interpersonal skills to work with all levels of staff in the division and organization and commitment to deliver superior customer service, quality performance and continuous improvement.
Excellent organization skills to set priorities, plan and execute tasks, meet designated deadlines – often within time restraints.
Self-disciplined and the ability to work independently with limited supervision.
Ability to work effectively within a dynamic team setting and/or project environment.
Must be willing to work additional hours during peak periods or on critical projects to meet operational requirements.
